Beyond Access: Why Reliable Electricity May Be Africa's Next Frontier.

Getting people connected to electricity is one challenge. Making sure that electricity is actually useful is another one entirely.

For decades, the central question in African energy has largely been: how do we connect more people to power? That question still matters. But as access expands, a second question seems to be getting harder to ignore: what happens after people are connected?
Because a connection on paper isn't necessarily the same as power you can depend on. Electricity that cuts out, fluctuates in voltage, or costs too much to use consistently might not unlock the opportunities that energy access is meant to create. For households and small businesses, the difference between having electricity and having reliable electricity can, in many cases, be the difference between getting by and getting ahead.
Progress Is Real, So Is the Gap
There are reasons for optimism. In June 2026, the World Bank Group and African Development Bank announced that Mission 300 had connected more than 50 million people across 40 African countries to electricity, at nearly twice the pace recorded at launch. The initiative is targeting 300 million connections by 2030, and the momentum behind it suggests what may be possible when governments, development institutions, and private investors work toward the same goal.
That said, the scale of what remains appears significant. Across many countries, particularly in rural and underserved communities, dependable electricity is still largely out of reach. And even where a grid connection exists, outages, voltage instability, and high costs can limit how much people are able to do with it.
Access to electricity and useful access to electricity aren't quite the same thing.
That distinction seems to be shaping how the energy sector thinks about impact. A household counted as "connected" may still be running a generator for the hours that matter most. A small business could have a meter on the wall but little confidence in what the supply will look like tomorrow. The goal was never connection for its own sake, it was about what connection might make possible.
What Reliable Power Actually Enables
Electricity's value likely isn't in its existence alone. Its true value probably lies closer to what people can do with it.
A child studying after dark. A shopkeeper staying open a little later. A tailor running her machine without watching the fuel gauge. A farmer keeping produce fresh overnight. These aren't necessarily abstract benefits, they can be some of the practical, everyday ways that reliable power changes how people work and live.
This is why the World Bank describes electricity as an enabler of jobs, business, healthcare, education, and opportunity. It could also help explain why Mission 300 appears increasingly designed around productive use - not just creating connections, but trying to create the conditions for those connections to matter.
Therefore the question is likely shifting from "Does this household have electricity?" to "What can this household do now that it has reliable electricity?"
That's arguably a more demanding standard. It may also be a more honest one.
Reliability Can Change the Economics
For households, unreliable power often means disruption. For businesses, the consequences can be more direct.
An outage can interrupt sales. Equipment can go down. Products can spoil. Customers may leave. To keep operating, many businesses fall back on petrol or diesel generators; often expensive, noisy, and subject to fuel prices that can move without warning. For a small business where energy costs already represent a significant share of overheads, that unpredictability can make planning difficult and growth harder to sustain.
Reliable electricity does not just reduce costs. It could also create more predictability. And predictability is what allows people to invest in their businesses, manage household budgets, and make longer-term decisions with more confidence.
One Solution Won’t Be Enough
Africa's energy gap likely won't be closed by a single technology. Of course expanding national grids remains important. However, large-scale renewables and regional interconnections may play a growing role.
For instance, mini-grids could offer a practical option for communities where traditional grid expansion is too slow or too costly. Distributed solar energy can quickly reach households and businesses that are waiting for infrastructure to arrive or are too dispersed to be reached effectively.
In June 2026, the World Bank approved the first $200 million phase of an $853 million regional programme for distributed renewable energy across West and Central Africa, aimed at underserved rural communities through solar home systems, mini-grids, and other off-grid technologies.
While this doesn't directly affect the territories Lumos operates in, it reflects a broader recognition: different communities appear to have different needs, and the pace required to meet them demands a combination of approaches working in parallel.
The question may no longer be grid versus off-grid. It could instead be how to deploy each effectively, and how to help ensure the people who need power most don't wait longest to get it.
Rethinking The Measure of Success
As the energy sector moves forward, the metrics used to measure progress will likely need to evolve. The number of connections created matters, but it's possibly not the whole picture.
Success might also be measured by whether those connections provide dependable power, whether households can afford to use it, and whether businesses and communities are genuinely better positioned as a result. Affordability sits alongside reliability as a core requirement. A household that technically has access, but can't afford to use it consistently, has not yet fully crossed the finish line.

Providing solar systems to households and businesses where traditional infrastructure doesn't consistently deliver, and trying to do so at a price point that makes ongoing use more realistic, may be one way distributed solar energy can complement wider electrification efforts rather than simply exist alongside them.
Getting people connected is the start. What comes after: consistent power, productive use, and genuine opportunity, is where the real work continues.
